      • CO People
      • Enrollment Flow Participants: Petitioners, Enrollees, Approvers
      • Unauthenticated Users
      • Privileged API Users
      • Unprivileged API Users

      Testing should test permitted and denied access, in particular for Controllers with unusual authorization rules (such as Enrollment Flows).
