Allow unprivileged petitioners to view a petition status. This would either require captured credentials (authenticated users can only see their own petitions) or a nonce (similar to how email validation works, but multi-use until some time after the petition has been completed).

Perhaps some sort of graphical tool like

[ ] Petition finalized (ie: Approver attributes (CO-1002) collected)
[ ] Petition approved ("click here to send approvers a reminder")
[ ] Provisioning completed

with steps varying according to the enrollment flow configuration.
