Implement CoGroupsController::checkDeleteDependencies to check for foreign keys into the group being deleted (eg: notifications, expiration policies, enrollment flows, etc – see belongsTo).

It's unclear what happens if a group is deleted that has been referenced for notification purposes... perhaps need something similar to CoPerson::expunge?
