If a user attempts to edit a record (for a model with ChangelogBehavior enabled) flagged deleted (or even not the most recent), redirect to /view instead of edit. (ChangelogBehavior will already prevent the record from being modified, but only on save.)

This will solve the case where eg History links to a deleted org identity but can't easily tell that it has been deleted (and so renders /edit instead of /view).

May need to do this via a Component instead of a Behavior.
