Docblocks at the top of files are sometimes enclosed in PHP blocks and sometimes enclosed in HTML comments (thus exposing them in the html output).

These should be made consistent across all views and placed in PHP blocks. A single exposed HTML comment docblock can be placed in the layout file to expose the information to end users if desired.
