Enable Changelog For CoNotifications

      This would allow expunge to "rewrite" a notification without breaking referential integrity. Indeed, expunge might not need to do anything at all. (Similar to how CoPetition participants are left in place, but ChangelogBehavior filters deleted/expunged participants.)
