Create a new AvailablePlugin directory and move non-core plugins (eg: GithubProvisioner) to it. (Enabling these plugins can then be done by creating a symlink from /local.)

This will reduce the overhead of loading unneeded plugins, and also prevent dependency issues for unused plugins.
