If an existing user (eg: enrolled via conscription or an OIS sync) who has not previously logged into Registry, and has not agreed to T&C for whatever reason, attempts to run another enrollment flow (eg: account linking, add additional role), T&C agreement will be requested before the enrollment starts and control may not be returned to the flow.
