Someone entering an expiration time (valid through) would expect to enter the time in their local timezone, but the time is actually interpreted as UTC by default. This applies both to auto-recalculated expiration status (CoPersonRole::afterSave) and the expiration JobShell.

Registry should convert from local time to UTC for a more intuitive experience.
