When Attribute Enumerations are defined for "Department (Organizational Identity)", and when an Enrollment Attribute "Department (Organizational Identity)" is added to an Enrollment Flow, the Default Value popup menu is blank instead of listing the configured enumerated options.

Attribute Enumerations allows one to take a free text file into a dropdown list. Similar to CO1342 in that the form is rendering the wrong set of values.
