When a user leaves an open group associated with an email list ProvisionerBehavior is sending provisioning data with EmailListMember calculated incorrectly so that it appears the user is still part of the group/list and MailmanProvisioner does not attempt to remove the user from the group in Mailman.

I will include some attachments showing the provisioning data that the MailmanProvisioner is receiving for both when the user is added to the open group and for when the user leaves the open group.
