      Possible menu link:

        • Manage Council Delegates (LIGO specific shortcut to "manage group Council Delegates")
      • look at current functionality for UWM, it's not great
      • need to be able to add and remove people up to the limit for
        the group (an LSC function determines how many people allowed)
      • the user should be able to set effective dates for the
        council membership (yes, even in the past)
