GrouperProvisioner person reprovision tries to create group with bad name

      The GrouperProvisioner during a reprovision action for a person (ProvisioningActionEnum::CoPeronReprovisionRequested) will, if the group does not exist in the table cm_co_grouper_provisioner_groups, try to create in Grouper a group with the name ':'.
