If a Provisioning Plugin is configured in Manual mode, it appears that the Plugin may still be called "automatically" when various places in the code (such as Pipeline execution) call manualProvision() (typically at the end of a series of steps).

We may need a new equivalent to manualProvision() for use in these locations, but that does not provision plugins in Manual mode.
