This one is tricky to reproduce. I can do it as follows:

In Chrome, zoom in 3 times (command +). Click around for a bit. Add an enrollment flow and then delete it. Then, zoom out once (command -). Navigate to My Population. Menus now render incorrectly.

Note that a simple zoom in/zoom out does not trigger this.
