Currently, a COU Admin has the ability to edit the CO Person data (name, mostly) of anyone in the CO, even if the person is not in their own COU. This was because a COU Admin could easily add someone to their own COU and then edit the data anyway.

However, with enrollment flows comes the ability to require approval before a COU Admin can manage a person record. As such, perhaps COU Admins should not be able to edit CO Person data for records in their CO but not their COU.
