According to https://spaces.internet2.edu/display/COmanage/LDAP+Provisioning+Plugin, manually requesting LDAP Reprovisioning should update configured attributes only if an entry already exists. However, it appears that CoLdapProvisionerTarget actually deletes and then adds the entry.

Either update the documentation or fix the implementation.
