Configure Required Fields for Address and Name

      Following the completion of CO-704, enrollment flows can override the required fields for Address and Name. For example, Name can require given and family, not just given (the model default). However, if an admin (or a self-service user) edits the record post enrollment, family will not be a required field.

      Allow Address and Name required fields to be adjustable on a per-CO basis. Then perhaps the enrollment flow should consider the per-CO setting to be a minimum. (eg: If the CO requires given+family, the enrollment flow would not allow just given.)
