A CO Person who is an Actor in a History Record cannot be deleted because there is no dependency in the relation. While creating the dependency would be easy, it's not clear that that would be the right thing to do. Possible options:
(1) Delete them
(2) Change their "actor" to "Deleted CO Person"
(3) Reassign them to someone else... who?
