handle multi-valued attributes in $ENV

      If a SAML IdP asserts multiple values for an attribute the Shibboleth SP will put both values into the Apache CGI environment separated by a semicolon (if the value includes a semicolon it is escaped).

      The Registry needs to be able to handle the multi-valued attributes in the $ENV.
