CoPerson record in Duplicate and similar status passed to provisioners

      According to the table on this wiki page

      https://spaces.at.internet2.edu/display/COmanage/CO+Person+and+Person+Role+Status

      a CoPerson record with status "Duplicate" should not be passed to provisioners. The issue is that for version 3.2.2 CoPerson records with status "Duplicate" are being passed to provisioners.

      To reproduce configure a ChangelogProvisioner. Next change the status on a CoPerson record to be "Duplicate". Then click "Reprovision All" for the ChangelogProvisioner. Examine the changelog file and you will find something like

      {"CoPerson":

      {"id":5,"co_id":2,"status":"D2",...}

        There are no Sub-Tasks for this issue.
